General Manager

The civil servants

The General Manager is Mr. Daniel Leduc.

The General Manager’s is the main civil servant of the Municipality.

Under the authority of the Council, he is responsible for the administration, pacification, organisation, direction, and control of all municipal activities.

He is the administrator of human resources, grants, materials and finances for the Municipality, and he has authority over all other civil servants and employees.

The General Manager has many tasks.  He is responsible for communications between municipal participants, the preparation of the budget, the immobilization program, and he examines all complaints, and claims against the municipality

He studies all By-law projects and assists with the Council meetings.

He assists with the Council meeting and sees that the decisions that are taken are put into application.  He studies all By-law projects and ensures their execution.  He manages the publics funds and makes sure they are used for the purposes for which they were voted.

He is also the Manager of Municipal housing (O.M.H.) and the SSIRR (Service sécurité incendie de la region de Richmond) – Fire Service.

 

 

Among the Municipal Civil Servants you will find the Administrative secretary, the Accounting clerk, the Taxation clerk, the Municipal Inspector and the Receptionist.

The Administrative secretary is Ms. Colette Létourneau, she has held this position since 1990.

She helps the General Manager with secretarial duties and administrates the follow up of all files.

The Accounting clerk is Ms. Donna Smith.  She has held this position since the merge between the Town of Richmond and Melbourne Village in 1999.  Before joining the staff here she was General Manager of Melbourne Village  Ms. Smith handles all billing, and paying of accounts.  She prepares all employees pays, and she is also the treasurer for the Fire Security Service.  (SSIRR).

Mr Ali Ayachi is the municipal inspector for the Town of Richmond sing August 2010

He is in charge of preparing all permits,(construction, renovation, business, etc.) and putting the Heritage program into practice (P.I.I.A.).

Mr. Ayachi also gives parking tickets during the winter and  ensures that all municipal By-Laws are respected.

Last but not least is the Receptionist Ms. Nancy Atkinson.  She has held this position since 2003.  Besides welcoming all the citizens at the Town Hall she takes care of the mail, the phone, and is in charge of filing all municipal documents.
