You are allowed to use your Temporary garage from October 1st to April 15th.

Business Signs

The Town has a by-law that protects our visual  environment by avoiding excess use of publicity and business signs.  You must have a permit before installing any kind of publicity or business sign.

Domestic Animals

All dog owners are required to obtain a dog tag from the Town of Richmond.  The cost is $20.00 per year, and the tag is good for three years.  By wearing the tag, your pet will avoid a trip to the local animal shelter if lost.  You may take your pet to public places, as long as he or she is kept on a leash.  It is your responsibility to pick up and dispose of any excrements made by your pet

Watering your lawn

From May 1st to September 1st of each year you can water your lawn everyday from 8:00pm to midnight.  For newly planted lawns, you can get a special permit, free of charge at the Town Hall

Smoke detectors

Smoke detectors must be installed in every apartment.  When a building has more than one floor, there must be at least one smoke detector per floor, basement included.  It is the owners responsibility to install smoke detectors and make sure they remain in good working order.  It is the tenants responsibility to change the batteries twice a year.  If a smoke detector is broken or does not function properly the tenant must advise the owner as soon as possible.  For more information on this subject contact the Fire Service.

Door to door salesmen peddling etc.

In order to go door to door, you will need a permit from the Municipal Inspector.  You will need to carry the permit at all times, and it must be visible to those that are being solicited

Home Businesses

Certain types of home businesses are authorized in the Town of Richmond.  However, the owners must respect certain criteria and obtain a permit which is free of charge.  The permit must be visible at all times.

Alcohol

It is not permitted to drink alcoholic beverages in public places or parks in the Town of Richmond.

Cutting Trees

All persons wishing to cut down a tree of 10 centimetres (four inches) in diameter or bigger, measuring 1,3 m (51 inches) from the ground, must obtain authorization (free of charge) from the Municipal inspector.

Moving

If you move, please advise the taxation department if:  1.You own a business and pay a business tax.  2.You own a dog.  3.  You buy a duplex or triplex, to let us know which door number is yours. 

Fire works, fire crackers, & camp fires

Besides preparing food on a BBQ or a Fireplace all other types of fires are strictly forbidden.  It is not permitted to make any kind of fire, to burn branches, wood, grass, leaves, or garbage anywhere on the territory of Richmond.  Bon fires are not permitted either unless authorization was obtained by the Fire Department.

With exception to caps for toy guns, it is forbidden to sell, or offer for sale, firecrackers or fireworks or any firework equipment.  It is also forbidden to possess or use firecrackers or fireworks without obtaining, in advance, permission from the Fire Department

Septic Tanks

It is necessary to regularly empty your septic tank to avoid sediments ending up in your soil absorption field and disturbing the working process,  A soil absorption field that does not function properly can cause contamination of the water returning to nature.

 

Ticket Payments

All tickets must be paid at the Municipal Court located at 3, Greenlay Street in Windsor.

Parks

Richmond's parks are closed from 11:00pm to 7:00am except during special events that have been authorized by the Municipal Council.  As for school parks, they close at 9:00pm

Roller skates, blades, & Skate-boards

It is forbidden to skate on the sidewalks, bike trails or any other area except for the park located in a section of the parking at the arena.  This location is specifically designed for this use.  Please note that safety helmets are compulsory

Permits & Registrations

All construction work, renovations (ex. roofs), expansions, enlargements (ex. patio) & demolitions of buildings requires a permit from the Municipal Inspector.  For more information call 819-826-3789, extension 223.

Pools

All pool installations require a permit.

Chimney Cleaning

All chimneys should be cleaned at least once a year.

Damage Claim

To claim for damages caused by the Town you must make your claim in writing to the General manager of the Town of Richmond within fifteen (15) days following the event. Send your claim to  745, Gouin, Richmond (Quebec)  J0B 2H0

Parking

You can get a yearly parking permit for the Municipal parking lot between Principal street and College Streets by stopping by the Town Hall.

Winter Parking

You cannot park in the streets of Richmond from midnight to 7:00am from the 15th of November until the 31st of March to allow an effective snow removal

Triangle of visibility

Every Lot on a corner has  a triangle of visibility on either side.  There should be a minimal length of 8 meters from the point of intersection, that must be left clear of all construction or other work, to allow a good visibility to the people circulating in the streets.

It is, however, allowed to have bushes, hedges, fences, or support walls, as long as they are not higher than 90 centimetres.  If more precise information is needed please contact the Municipal inspector.

Garage sales

The Town of Richmond authorizes Garage Sales with permit only.

You must request your permit from the Municipal Inspector.

Visibility of Civic Address

All owners of property must display, for each  unit, the civic address of their residential, commercial, or industrial building.  The address numbers must be placed in a way that they may be seen from the road.  The visibility of the civic address greatly diminishes the response time of emergency services.  A visible address can save your life!
