TAXATION
Below are the different elements that make up the municipal tax bill:

Property tax

Applies to the total evaluation of the building (land and buildings) using the rate decided upon by the town council each year sorted by residential, non residention and industrial sectors.

Water sewer and garbage removal

These are fixed amounts depending on the number of residential appartments and where the service is offered.

Distribution tax

This tax distributes amoung the residents of a certain sector the cost of infrastructure work in that specific area and is divided over 10, 15. or 20 years.

All these taxes are part of one tax bill which can be paid by 4 equal payments.

All businesses and industries that have a water metor must pay a water, and sewer tax each month and the amount depends on the quantity of water used.

The Welcome tax (droits sur les mutations immobilières) are billed to the new owner of a house or lot.  The tax is calculated on the highest of the following two amounts:  the uniform municipal evaluation or the cost of the building or lot as stipulated in the notarised contract.  It must be paid in one payment within 30 days of reception of the bill.

If you are a new owner, it is possible that your tax bill was sent to the previous owner.  You are obligated to pay your taxes on the due dates.  Make sure your tax bill is up to date by contacting the tax department.

Methods of payment

Electronic payment:  (telephone, Internet, or automatic teller)

Payment by mail:  Payment by post dated cheques made out to the Town of Richmond and for the dates mentionned on the  coupons can be sent by mail along with the coupons.( your cheque is your receipt).

Payment at the counter:  Payments can be made at the counter of most all financial institutions or directly at the Town Hall in cash, by cheque, or debit card.
